Migration Governance in Urban Areas. A socio-juridical analysis In evidenza

Most of the comparative studies that have analysed the migration policy of the main EU countries have focused on the national level.

On the other hand, a process of localization of the migration dynamics is underway, whereupon the Regions, the local Bodies and, more generally, the cities, play an increasingly bigger role in the integration

of immigrants.

The local government level is accordingly deemed the privileged sphere within which to observe the characteristics and effectiveness of the policies on the integration of immigrants, unlike the immigration policies operating at national level.

Thus, against the backdrop of a national legislation laying down a few general elements on the social integration of foreigners (access requirements, duration and type of residence permits, etc.), the regional context, as well as the municipal or district one, have elaborated their own governance forms and interventions, by virtue of a multiplicity of factors such as the specificity and intensity by which immigration manifests in the different areas, the political traditions of local government, the size of areas itself, etc.

We likewise notice a substantial discrepancy between stated policies, with their rhetorical apparatus, and policies actually practiced on the ground.

This work examines in depth the management of the migration phenomenon at local level, by reviewing the inclusion policies deployed in certain European cities, some of them situated in countries like France, Germany and the United Kingdom, paradigmatic of specific incorporation models.

Special attention has been lavished on the «Italian case», where an analysis was conducted on the link between national legislation, regional legislation and interventions locally deployed in some cities.

The integration policies in the various cities have been reconstructed through an analysis of the legislation that, at various levels, governs both the migration policies and those pertaining to immigrants, with a special focus on the role played by local bodies and by the most important stakeholders involved in the network governance process.
